Pownall first arrived in America in 1753 as the private secretary to Sir Danvers Obsorn, Governor of New York. William Pitt appointed him Governor of Massachuetts in 1757, a position he held until transferred to the governorship of South Carolina in February 1760, a position he held only nominally until his return to England in 1760.

Paul Sandby's birthdate is given by various sources as 1725 on the authority of his son Thomas. By checking baptismal records, Ball (1985) has established the correct date as 1731.
